BYLAWS       Rockingham & Districts Netball Association

1. GENERAL COMMITTEE

General Committee Meetings are to be held the first Wednesday of each month at a time and place appointed at the previous meeting.

Attendance at Meetings: As per Constitution

Voting

As per Section 9 (9.1), (9.2), (9.3), (9.4), (9.5) of the RDNA Constitution.

Grading Committee

Grading Committee to be elected at the Annual General Meeting or a General Meeting prior to the commencement of each season.

Carnival Committee

Carnival Committee to be elected at the Annual General Meeting or at a General Committee Meeting prior to the commencement of each season.

Carnival Committee to consist of at least 4 members – Carnival Coordinator, Development Officer, Umpires Development Officer and Property Officer.

Committee Members responsibilities:

i. Carnival Coordinator shall be responsible for all matters pertaining to carnivals where not otherwise specified.

ii. The Development Officer shall be responsible for the appointment of Association coaches and the selection panel (refer to Standing Rules).


iii. Umpires Development Officer shall be responsible for the appointment of all Association Umpires.

iv. Property Officer shall be responsible for Association Teams’ equipment and   uniforms.

v. The appointed selection panel (see section ii) will be responsible for the selection of Association Representative teams.


Standing Rules

Selection of teams to represent the Rockingham & Districts Netball Association (Inc) at carnivals. These teams shall be called Association Teams.

Suggested number of teams: two per division

The number of teams selected will depend on -

i. Availability of coaches

ii. Availability of players

iii. Availability of umpires

iv. Availability of funds

Where possible there will be a non-playing coach.

The Selection panel will not have as a member of the panel a player who wishes to trial for a position within an Association team. To be eligible for the Selection Panel a person must be a member of the RDNA.

Selection of Association teams will take place on the date/s determined by the RDNA Executive Committee.

To be eligible for selection a player must be a registered player with the RDNA. If a player is unable to attend one or all of the trial dates they must submit a letter to the RDNA stating why they cannot attend.

To be eligible to be appointed as an Association coach the person must be registered with the RDNA.

Selected players and appointed coaches must attend carnivals as specified by the RDNA Executive Committee.

2. FINANCE

i. Individual Registration fees shall be paid when registering, the cost of which shall   be predetermined by the Rockingham & Districts Netball Association (Inc) General Committee in that playing season.

ii. The Association shall open savings and/or investment accounts as the General Committee consider appropriate.

iii. All accounts to be paid by cheque, all cheques to be signed by any two of the  following: President, Vice President, Treasurer, Secretary.

iv. The Secretary and Treasurer may spend not more than (amount to be pre-determined by the General Committee each season) without consent of the general Committee and shall tender a statement for the amount so spent monthly.

v. Accounts shall be paid when necessary and a financial statement will be presented at the monthly General Committee Meeting.

vi. The accounts of the Association shall be submitted to the Annual General Meeting and they shall be audited by an auditor appointed by the members at   the Annual General Meeting.



3. REGISTRATIONS AND CLEARANCES

i. The Secretary shall keep record of all registrations in Members Registration for that purpose.

ii. Initial registrations of at least seven players must be made before grading day.

iii. New members of this Association who are registered with an outside club or Association during the current season must present their Netball WA registration card when registering with the RDNA.

iv. Each member will pay an individual fee. This fee will be determined by the  RDNA and announced at the General Meeting in February and September of  each year.

v. After initial registration, additional members must be registered by filling in the  form in the Association Office. The form must be signed and dated by an RDNA  official, before the member takes the court. Each individual registration must be           accompanied by the registration fee.

vi. After teams have been graded all additional members’ registrations are subject  to screening by the Grading Committee.

vii. Failure to complete members’ registration form and pay fee for any additional  member shall result in a loss of two (2) points.

viii. Any registered club player in this association who wished to transfer from the club  to which she is registered, during the current season, to another club in this association must obtain a clearance form and submit the completed form to the               Grading Committee for approval.

No player will be granted more than one permit during the season. No permit  will  be granted after the first round of each season.

ix. In the event of a club disbanding, its members shall be at liberty to play with any  club with the consent of the Association, but no club shall be considered disbanded unless notice of such disbandment is in the hands of the Secretary before 31st July. Members must be financial at disbandment. Club Teams shall be responsible for their umpiring commitments until the end of the season.


4. COLOURS AND UNIFORMS

i. Each team of the Association will wear a costume that is uniform. A uniform consists of a top and skirt, or a dress, bloomers and bibs. Appropriate footwear such as a netball shoe or cross trainer with a non marking sole is a compulsory part  of all club uniforms.

ii. Each club within the Association shall register the style (refer Section i – Colours and Uniforms) and colour/s of its club uniform.


iii.
When a club has two or more teams in one grade the club must have an alternative colour bib available for use when two club teams are playing one another to differentiate between the two teams.


iv.
A player must be in the approved teams uniform in order to take the court. The Association does allow two playing dates for a new player to acquire the correct uniform, however the player is required to be wearing a shirt and skirt or dress to be eligible to take the court (refer section i and ii – Colours and Uniforms).


New players allowed (2) playing dates to acquire uniform.


vi. Any new clubs applying for admission must give particulars or uniform and colour to be approved by the Association.

vii. Bibs must be worn for all games at all times as part of the uniform.

viii. The wearing of bicycle pants is permitted only if they are black or navy and  shall be worn such that they do not appear below the hemline of the skirt.

ix. Gloves shall not be worn except in medical circumstances wherein a doctor note   must be provided.



5. CONDUCT OF MATCHES

i. The rules shall be those of the All Australian Netball Association, and any amendments passed by the General Committee, set out in these By-Laws.

ii. Association Competitions are Senior and Junior.

Age groups for Senior Competition:  15 years and over.

Age groups for Junior Competition:   between 6 and 17 years of age.


Divisions for the Junior competition are:

· Netta

· 12/U Non Competition

· 12/U Competition

· 13/U

· Open 1 (17/U)

· Open 2 (17/U)

· Open 3 (17/U)

· Open 4 (17/U)

Age to be calculated as at December 31 of the current year. Juniors under the age of 15 who wish to participate in the Senior competition can do so only after a written application has been received and approved by the RDNA Executive Committee.


iii. All teams will be graded by the Rockingham & Districts Netball Association    (Inc.).

iv. All teams shall be called upon to play on the dates and times set out by the Association.

v. The RDNA Executive Committee will schedule playing times for both competitions.


vi.
Injury time will be as per the International Rule Book, however the clock will not be stopped as the competitions are centrally timed. The umpire will monitor time.


vii. Blood rule as per the International Rule Book, however the clock will not be   stopped as the competitions are centrally timed. The umpire will monitor time.


viii. No team may take the court with fewer than five registered team members. A replacement player from another team within the club and/or a player utilizing a single game voucher are not considered registered team members and thus do not constitute one of the five required players.


ix. In the event of a team being late, the umpires will signal a 1-minute warning. If  at the end of the 1-minute the team has not yet arrived the umpires will declare the game a forfeit (refer Conduct of matches paragraphs viii, xiv, xv and xvi). The umpires must sign the scorecard.


x. Reserves or late arrivals are only to be named on the scorecard if they play.    Reserves or late arrivals must report to the scorer before entering court and have  their name placed on the scorecard. Christian and Surnames are required on scorecard. Incorrect scorecards will incur a loss of 2 points.

xi. No team shall postpone a match, with the intention of playing such a match at a later time, without first obtaining the permission of the Committee.

A written application must be submitted to the Secretary at least 1 week prior to  the initial playing date. This application must state the reason for the postponement and must have the signatures of both teams to signify that they are both in agreement.

Should permission be granted it shall be the responsibility of both teams to  supply one umpire each to officiate the match.

xii. A club that enters two or more teams in the Association; is permitted to transfer players from a lower division to participate in a match, (refer paragraph viii and xviii – Conduct of Matches). Players are only allowed to be transferred a maximum of two Divisions higher from that which they regularly compete, (refer paragraph ii – Conduct of matches). Any one player can only be transferred to a  higher grade twice in a season. When the third game is played in a higher division, the player will complete the season in the team in that division. The transferred player will be ineligible to compete in their regular division for the remainder of the season. A registered team member must take the court in preference to an upgraded player. Players cannot be transferred between competitions (refer paragraph ii – Conduct of Matches).


PENALTY: The offending team shall forfeit the game.

xiii. No interchange of players is allowed in the same grade.

PENALTY: The offending team shall forfeit the game.

xiv. Points system to be 3 points for a win, 2 points for a draw, 1 point for a loss and 0     points for a forfeit.

In the event of a forfeit, ten (10) goals and three (3) points are awarded to the non-   forfeiting team. 0 goals and 0 points recorded for the forfeiting team.

xv. In the event of a team forfeiting 2 or more consecutive matches, in addition to the paragraph (xiv) that team shall incur a loss of 3 points for the second and   subsequent forfeits, unless there are extreme circumstances presented to the committee and the committee can waiver said penalty.

xvi. Notification of a forfeit must be made by the forfeiting team member to a member of the opposing teams and the Administrative Secretary no less than two hours prior  to the commencement of the scheduled match time. A message left on the  answering machine does not constitute notification. In the event that it is an A1 game the Umpire Development Officer must also be contacted.

PENALTY: In addition to the normal forfeit procedure (paragraph xiv and xv)  the team shall lose 3 points and be fined $25.00. this fine money shall be paid to the RDNA and deposited in their general account,  for youth development.


A registered member of the opposing team must appear at the Netball stadium to record the names of their team on the scorecard and have it signed by a committee member. If in the event of this forfeited match being a 3rd qualifying game for a  team member, they will be deemed to have played that game and thus eligible to play finals.

xvii. In the event of teams being on level points before semi-finals and finals, the position shall be determined by the percentage of goals scored for and against.

xviii. In the event that a club has no teams in a lower division, but have a team that has competed in the same division, but has not qualified for finals. The club may utilize a player or players from the non-qualifying team. (Refer section ii and viii conduct of matches.)

xix. In the event that a semi-final or final results in a draw, the following will apply:

· The teams will have a one-minute stoppage. Team changes and/or substitutions are permitted.

· The teams will play two seven-minute halves. At the conclusion of the first half  the teams will immediately swap ends and the second half will commence. There is to be no team changes and/or substitutions.

· If at the end of extra time the result remains a draw – play will continue until  one team secures a two-goal advantage. This team will be declared the winner.

· Normal injury time will apply in extra time


xx. All players in the semi-finals and finals must have played in at least three matches with their club before the semi-final game.

xxi. Teams registering with the Rockingham and Districts Netball Association will be required to provide umpires as rostered by the Association.

xxii. If an umpire is not present at the commencement of a game, the Competition Coordinator is to be notified by the teams involved.

The Umpiring team shall be advised over the loudspeaker once only that their umpire is absent. No further warnings will be given.

It is the responsibility of late umpires to notify the Competition Coordinator on arrival.

xxiii. For non-umpiring a penalty of a loss of two (2) points and a $20.00 fine shall be incurred by each umpire.

In the event of non-arrival by an umpire not registered with a team playing in the RDNA competition said umpire shall be fined $50.00.

If an umpire is late to her scheduled game, but fulfills her duty, will be fined $10.00.

$10.00 of each fine shall be paid to the replacement umpire and the remaining  money shall be paid to the RDNA and deposited in the RDNA general account.

xxiv. Any player found guilty of disputing an umpire’s decision on the netball court or otherwise misconducting herself shall be liable to be disqualified from taking part in any match under the control of the Association for such time as may be decided  upon by the Disputes Committee. Umpires may report in writing, such player to the Disputes Committee.

xxv. All protest must be in writing within 48 hours following match, to the Secretary of the RDNA.

In the event of a directive being issued by the Umpires Convenor and/or a committee member that a match be abandoned due to unsafe playing conditions the match shall be declared a draw. Both affected shall have 2 points and 10 goals recorded.

If the affected match is a final the game shall be rescheduled to be played at the  first available time. The Umpires Convenor shall allot umpires.

xxvi. A game which is not completed due to one team leaving the court, will be  considered an abandoned game.

If the team who abandoned the game was winning, the game will revert to forfeit by  that team.

If losing, the score at time of abandoning game will recorded as the final result.

xxvii. Any spectator that engages in conduct that is not in the spirit of the game and has   been brought to the attention of the RDNA in the form of written complaint shall incur a fine. The fine shall be issued after a ruling by the disputes committee and        shall be issued to the offending club. The offending team will not be permitted to participate in the competition until the fine has been paid.
The fine will be – First offence $100.00
The fine will increase in $100.00 increments for subsequent offences by that same  team.

xxviii Teams must register a team name. No teams in the same competition may have the same team name. In the event that a team name is registered more than once  in a competition, the team(s) who have had that name the shortest time must   register a different team name.

A non-registered player is permitted to participate in either Association competition (refer paragraph ii – Conduct of Matches) by utilizing a Single Game Voucher (SGV).  There is no limit to the number of vouchers a player may use, and no restrictions on which team/s or divisions in which they compete. A player using a SGV is not deemed to be a registered player with the RDNA and hence the game played with a SGV is not considered to be a qualifying game for the player to participate in finals (refer paragraph xx – Conduct of Matches). The cost of a SGV will be determined by the executive committee in that playing season. A player who has competed by use of a SGV can register at any time during the season with no reduction in the scheduled fee (refer paragraph i – Finance).



6. BY_LAW AMENDMENTS

i. Amendments, alterations and repeals may be made to the By-Laws or parts thereof   at only an Annual General Meeting or a Special General Meeting called for that   purpose.

ii. Notice of motion to amend, alter or repeal the By-Laws or parts thereof should be signed by a proponent and seconded by another member and must be remitted to the Secretary of the Association.

iii. The Secretary should then forward the proposed amendments, alterations or repeals to all clubs at least fourteen (14) days prior to the Annual General or Special General Meeting.

iv. Any proposed amendments, alterations or repeals shall not come into effect unless passed by a three-quarter majority of all members present at the meeting.
